Try switching to googles openDNS? and randomize your ports while forcing encryption when uTorrent is running.
8.8.8.8 and 8.8.4.4 are google dns I believe

also, if your ISP is being super censor-y you can always use Tor (but dont torrent though it)
Personally, I SOCKS5 via SSH through a VPS. It's really simple to set up, and only costs around $5/m.
There's an encryption option near the bottom of the options menu, forcing it worked for me.
Don't forget peerblock if they're being cocks and throttling your downloads
