Kid obviously missed the lesson where they told them that more homework != better education. EDIT: On a related note, if he wasn't getting enough homework, why didn't he just open up his books and do more problems that related to the subjects? If you want more work, it's pretty easy to find.

It went into special measures and with these things you very rarely get a choice about which school you go to. Also, more homework may not mean a better education, but getting the attention of the council and possibly their higher ups by getting it in national news would probably help.
