Chicago approves new handgun restrictions Move comes days after Supreme Court ruling cast doubt on city ban by DON BABWIN updated 7/2/2010 12:50:14 PM CHICAGO — The Chicago City Council on Friday approved what city officials say is the strictest handgun ordinance in the United States. The 45-0 vote came four days after a Supreme Court ruling made it almost certain that Chicago's handgun ban would be overturned. The high court ruled Americans have a right to own a gun for self-defense anywhere they live. The new city ordinance bans gun shops in Chicago and prohibits gun owners from stepping outside their homes, even onto their porches or garages, with a handgun. It will take effect in 10 days. The ordinance also: — Limits the number of handguns residents can register to one per month and prohibit residents from having more than one handgun in operating order at any given time. — Requires residents in homes with children to keep them in lock boxes or equipped with trigger locks. — Requires prospective gun owners to take a four-hour class and one-hour training at a gun range. They would have to leave the city for training because Chicago prohibits new gun ranges and limits the use of existing ranges to police officers. Those restrictions were similar to those in an ordinance passed in Washington, D.C., after the high court struck down its ban two years ago. — Prohibits people from owning a gun if they were convicted of a violent crime, domestic violence or two or more convictions for driving under the influence of alcohol or drugs. Residents convicted of a gun offense would have to register with the police department. — Calls for the police department to maintain a registry of every handgun owner in the city, with the names and addresses to be made available to police officers, firefighters and other emergency responders. Those who already have handguns in the city — which has been illegal since the city's ban was approved 28 years ago — would have 90 days to register those weapons, according to the proposed ordinance. Residents convicted of violating the city's ordinance can face a fine up to $5,000 and be locked up for as long as 90 days for a first offense and a fine of up to $10,000 and as long as six months behind bars for subsequent convictions. Though Monday's Supreme Court ruling did not specifically strike down Chicago's handgun ban, it ordered a federal appeals court to reconsider its ruling. Mayor Richard Daley moved quickly to get a new ordinance in place and has indicated that he expects legal challenges to the new restrictions. Meanwhile, a northwestern Wisconsin prosecutor said he won't prosecute a range of state weapon violations in light of the Supreme Court ruling. Jackson County District Attorney Gerald R. Fox said in a statement he will no longer prosecute people for carrying uncased or loaded guns in vehicles, carrying concealed weapons, carrying firearms in public buildings or taverns or carrying switchblades and butterfly knives. Fox said the Supreme Court ruling invalidated Wisconsin's laws against those practices. Peter Hamm, a spokesman for the Brady Campaign to Prevent Gun Violence, said Fox is inviting crime into Jackson County and if he won't enforce the state's laws he should be removed from office. what the fuck Does anyone honestly think this shit will reduce crime? Anyone intending to kill someone with a gun will ignore all of these laws and do it anyways.
Britain has harsh gun laws, barely any gun crime, therefore it works. Criminals more than likely steal guns from licensed owners in america, so if a licensed owner has no guns, there are none to steal.
That's ridiculous, they're only doing this because they can't legally totally ban them now, so now they're just instating completely absurd laws so that they're still as banned as they were before. Shitcago :sigh:
uh no, handgun crime increased by 40% in the two years after you guys banned handguns
It's true. :britain: [editline]11:50AM[/editline] Although not all guns are forbidden. For example you can buy a rifle or a shotgun without too much hassle.
i keep misreading handguns for handjobs :psyduck:
what the fuck Does anyone honestly think this shit will reduce crime? Good on you Chicago, hopefully all the other dumbass cities and states will follow suit.
it's not actually that hard to get a license here in the uk, i know at least a dozen people who have them and several guns too.
Britain has harsh gun laws, barely any gun crime, therefore it works. Criminals more than likely steal guns from licensed owners in america, so if a licensed owner has no guns, there are none to steal.
Correlation != Causation
Correlation != Causation
not to mention he's lying; gun crime went up after handguns were banned
The place my bro lives in (in scotland) used to have signs as you entered saying "Now officially handgun free" We're convinced they upgraded to shotguns.
not to mention he's lying; gun crime went up after handguns were banned
The UK still has a far lower proportion of gun crime than the US. There's a different gun culture in the UK, over here shooting is for farmers and rich country kids. And when was the last time you heard of a school shooting in the UK? We've had like... two massacres. Hungerford and Dunblane. And they were both done before we had gun control. What about that guy that shot up some town with a shotgun and a scoped .22?
Yeah he got em through legal means and had a licence. Still rarer than american or german shootings and shit.
not to mention he's lying; gun crime went up after handguns were banned
Actually gun crime fell and knife crime risen, in fact there's news of a fifteen year old being stabbed when he arrived at school today.
Um, hello? What about that guy that shot up some town with a shotgun and a scoped .22?
and how often does that happen?
and how often does that happen?
Often enough to show that a complete and total ban on all handguns won't do jack to stop gun crime, nor will it do anything to stop crazy people going postal. If he didn't have his guns he'd do it with a car or something.
and how often does that happen?
Because the UK has the same population size as the USA.
The Supreme Court usually gets pretty uppity when people disregard their rulings. I hope they challenge this.
Does anyone honestly think this shit will reduce crime? Anyone intending to kill someone with a gun will ignore all of these laws and do it anyways.
While it wont reduce crime it will reduce the amount of handguns around (probably)
Britain has harsh gun laws, barely any gun crime, therefore it works. Traded one poison for another.
Knives, unless the turds get to throwing the things, rarely miss and hit bystanders 20 feet down the street.
What a great idea Chicago, make it impossible for any law-abiding citizen to defend themselves from the massive gang population even more!
Um, hello? What about that guy that shot up some town with a shotgun and a scoped .22?
Both guns were legal.
Um, hello? What about that guy that shot up some town with a shotgun and a scoped .22?
What about the guy who stole a car and drove it down the sidewalk? Or that guy who built a tank out of a bullzdozer? Or the unibomber? He made nailbombs out of hardware from home depot. Fuck, Dylan Klebold had a Tec-9 submachinegun, and those are already banned. People can weaponize anything, the problem isn't guns, it's people. You can remove all the guns in the world and it won't magically stop crime. Think about it. Remove guns, we have knives. Remove knives, we have scissors. Remove blades, we have chemicals, remove EVERYTHING and we still have fists. Remove our limbs and we still have teeth. God, I fucking hate retards who think guns cause violence and crime and banning them will stop it. It's the most batshit insane idea out there. Let's completely ignore the fact that criminals don't purchase guns legally, so gun bans don't effect them, and that only the honest people would turn in their guns, so gun recalls don't effect them. They're fucking criminals. They don't do shit legally, what the fuck makes you think that weapon bans effect them? Weapon bans only suppress the common person, and while yes, crazy shit happens, and people can go batshit with legal guns, it's the same for everything else. We might as well ban vehicles right? I mean, people can put IED's in the trunk or just start running people over. Let's ban planes too, they were used in terrorist attacks! God you people are so fucking stupid it blows my mind.
What's the point of this again? It's only making the black market on weapons even bigger.
Gun Control is stupid. All it does it just make the law-abiding citizens a easier target for criminals. [editline]08:20AM[/editline] What people seem to forget is that just because you lay down a rule, does not mean that everyone is going to follow them.
Um, hello? What about that guy that shot up some town with a shotgun and a scoped .22?
Overall there is less gun crime. Pointing to specific examples doesn't invalidate the claim that, per capita, there are fewer shootings, which is true.
