From what I read somewhere, ISIS has a religious fundamentalist ideology that dictates they must first "purify" their own faith before they can go on to conquer other faiths and nations, meaning they're more likely to attack Shias than non-Muslims as a prime target. And from what the article says, this other terror group doesn't have that same ideology, allowing it attack whomever as a prime target.

While the West has played a big part in fucking up the middle east, I'd still put most of the blame on Islam** and Middle Eastern governments. (Yes, we've had a hand in installing pro-western leaders, but I wouldn't say we've encouraged them to be so ruthless. It would be more appropriate to blame them for the middle east's woes as well as lack of education and a repressive culture.)
