I have a 1200 usd budget. I will be playing portal, gmod, and some hl2 mods. I am not confident in my ability to build a pc. So I do t think that that would be. A viable option. I have a monitor so I don't need that.

If you absolutely must buy a prebuilt, wait for a good sale. I was able to pick up a descent quad core for $500 that only needed an $80 GPU to play source games on high excellently. Online Black Friday deals are wonderful. If you can, however, try to build it yourself. You will save a lot of money and have more control.
