I really fucking hate it and I can't find a fix, here is a picture:
Under the listen tab is "Listen to this Device" unchecked?

Anyone?
My headphones do that too.
Some headphones do it some don't, there should be a little volume tab, under sound properties(don't how to do it in 7 since i use XP) under mic volume to either rmute it in Voice Playback or turn it down.
Click this button to mute/unmute the mic from the speakers:

Bump :(
If disabling yourself from hearing the microphone causes it to not work in games, than your recording device is probably set to Stereo Mix or something. Either that, or you're muting the wrong thing - this button is actually in the speaker settings, not the mic settings. But if your recording device is set to the wrong thing, just right-click on the microphone and select it as the default device.
