Progams not starting and instead creating processes running at 100-108 K

I've restarted my computer about 15 times to try and get steam working, but every time, I see the notifications pop up, I try to click on steam to bring my friends up and all I get is a loading symbol then nothing. I check my processes and see this.
This is also happening with any other program that doesn't start on start up.
Do this
START> (type ) MSCONFIG > start up programs > ( Uncheck steam and anything else you see that you dont need or want on start up )
Apply> restart your computer > restart steam > tell me how that was
Okay, steam seems to be starting up normally now. Gonna see if any other programs work after its finished

Nope they aren't. I can only start Steam and Chrome now.

Right clicking on the steam icon and clicking friends did the same "create a dummy process" thing again.
Did you try the process of what i said?
Yeah that's what I just did and its still not working properly.

I run my main programs on my SSD (Windows, other important things) and I run Steam via my 1 TB HDD.
this is getting really annoying because now its getting to the point where my computer is unusable besides chrome.

well paint me surprised, I found a random solution on Sevenforums. A registry file that resets all the .exe file associations solved my problem.
problems back now for some reason.
