• Permissions problems, can't delete folder from steamapps/downloading

So I've run into a rather odd permissions issue on my computer. I found the issue initially when trying to download an update for Subnautica. This is the experimental branch of the game, but since this seems to be more of a PC/Steam issue, I doubt that's particularly important. I try to launch the game, and where that would normally get it to start downloading, it instead pops up with a steam window saying "An error occured while updating Subnautica (missing file privileges) : C:\Program Files (x86)\Steam\steamapps\downloading\264710" Trying to initiate the update through steam's download manager causes it to immediately cancel saying "MISSING FILE PRIVILEGES" But okay, that should be a simple fix, go into that folder and change the permissions. Trying to go into the folder itself brings up a pop-up saying "Access is denied.", as expected, so I right click, go to Properties, Security. However, under security, the normal permissions options aren't there. Hitting either "Change" at the top or "Continue" gives me this: [t]http://i.imgur.com/j1LgOE0.png?1[/t] Not very helpful. So I try rebooting, and lo and behold, the folder has vanished! I now can download just fine. Seems like the problem is fixed, right? Well, the problem is that invariably, after a few Subnautica updates, the file denies me access again. The same folder with the same name becomes inaccessible, and Subnautica refuses to download the update. If I want to update and play the game, I have to reboot my computer. Since I'm on the experimental branch, and there are multiple updates daily, this is a huge pain. I had a similar problem a few days ago with basically my entire steamapps folder for Crypt of the Necrodancer being inaccessible until I rebooted, but after deleting all those files and redownloading the game that hasn't been an issue any longer. Now I guess I can [I]live[/I] with rebooting my computer to update Subnautica whenever this happens, but it really is a hassle. If anybody has any ideas about how I can fix this, I'd greatly appreciate it.
Have you tried takeown /f /r <folder> in an administrator command prompt?

I of course checked to make sure that the path was correct. Taking ownership of the whole temp folder this way gives me a confirmation that it worked, but the specific file still says access denied when I try to open or delete it.
