• Low +3.3v rail voltage symptom of bad PSU or GPU

I'm constantly receiving an error from my monitoring suite telling me that my +3.3v rail has fallen to 2.95v. I've had this power supply for about six years so far, but could it possibly be a symptom of my GPU instead of my PSU?
Use a volt meter to measure the real 3.3v rail, software voltage monitoring is often inaccurate.
But would it typically be a problem with my PSU or my GPU? Sorry, kind of new to this.
