I doubt this would result in steam game trading because of conflicts with outside account systems like GFWL and Social Club. They might add trading games that are steamworks only but I doubt they would see it as worth the hassle because they wouldn't make much money off it.

it would be a neat system so we could trade CD keys with one another. I've been scammed once out of a CD key and it would be neat to have an official one. maybe one that checks when both people have put in a key, recognizes that the two are legit and then can officially trade the two with each person, immediately activating it on their accounts.

Me and My friend mailed Valve with an idea like that about two weeks ago where we wanted their help with an API that would check steam keys if they where real and then we wanted to build a website that would work alomst exact like you said.
