It's either that or at best it'd be a pseudo reintroduction of what is basically the horse code from Oblivion with motorcycle sounds added, which I highly doubt.
Tbh I don't get the obsession with putting vehicles in bethesda's fallout games, the engine can't support them in any way that would be both interesting or immersive without it being major buggy or in the case of XRE cars, a miracle it works at all.
I assume this one is based on the code for the power armour, since its got upgrades and such. It's probably also static with no player animations, looks to be from the gif anyway. And I'm sure the thing looks jank as fuck when you do anything that isn't gently ride around a few corners on a mostly flat street.

Because we want them there. It's the same reason you see pony mods and animu t-shirts and literal chainmail bikini on the Nexus. Enough people want those things in their game that they get made, and that's literally the only reason they need. It is, after all, their single player experience and only theirs.
Its also because fallout 2 had a car and it was the best thing ever
