Right now I'm using an onboard sound card, and I'm thinking of getting a cheap $20 sound card.
So what do I need to know before doing this, and what's a good card for around that price?

I'm assuming you want a sound card, there would be no difference in sound if you bought a $20 sound card compared to your onboard.

I don't think you should change your on-board for a 20$ one. The difference might not be noticeable.
Don't bother. It's a very subtle difference even with an expensive sound card, so a $20 one will not make the slightest bit of difference.
