So.. for the past week or so I've been having this problem where everything is fine (literally... I can load shit pretty fast) in the morning and afternoon but once 7pm rolls around everything just grinds to a halt. Netflix won't play HD, takes me upwards of 5 mins just to load a gif, youtube videos aren't loading, webpages aren't loading right away, and increased lag in games. Steam downloads are pretty much unaffected.
Sounds like your ISP may be using some form of traffic shaping?
Some routers also have traffic shaping features (QoS) which can also give priority to certain types of traffic if anybody in your house has access to the router ask them if such a thing is in place.
Can't get into the router due to the password that's been given to us not working. Every other computer is fine except for my computer and the ps3 in the living room. Steam downloads at max speed during this time.
Please run the following once during the problem happening and once whilst your connection is fine and post your results here:

-Open up the command prompt, and run "tracert facepunch.com" (without the quotes), when it's finished (trace complete. will popup) take a screenshot and post it here.

Do normal downloads work at full speed?
One thing to consider is Verizon MAY have started throttling Netflix and other streaming services for home internet.
What about connecting to a website using the IP instead of the domain name?

Sounds weird, my ISP does the opposite, it tries to be the best ISP for Netflix in the country :S
