It's more noticeable on darker games or areas, and I am sure that I have 32 bit on.
Any help on this one?

You're sure you have 32 bit on? You should be certain, go check in Display options.
Post a screenshot. That way, we'll be able to tell if it's your monitor or not.
Also posting your computer specs would also help.
run dxdiag in command prompt

32 Bit is on. Just checked.

I sometime took a screenshot and the dither was gone.

Look, dude, it's very simple. You have a TN display, which is 6 bit per channel, or 18 bit. It dithers to achieve the 24-bit of your output.

And how can I fix that?
Get a new monitor.
Or output in 18 bit.
That sucks, this is my new monitor.
Well it's probably decent anyway. Just next time if you are conscious about these things, it's less visible on some displays, or you could invest in an 8bpc PVA or IPS panel if you feel generous with the money. You'll also get better contrast, colours and viewing angles, though response time may suffer.
I think some displays actually employ a different technique than dithering to simulate 8 bit? Not sure.
