For 2017 it's clearly at 0%, and then growth slows quite a bit over the next few years compared to previous years.

Rising council tax/taxes in general, cuts to welfare, overall rising costs, the constant presence of unemployment/jobs which don't bring enough money to the table (I refer to zero hour contracts and other dumb shit) and an overall shitbag Conservative government which ought to fuck off and die.
