Will my current motherboard support the following video card?

Requires 42 amps on 12V rail and uses the PCI-E 3.0 interface. (I have PCI-E 2.0, will it just bottleneck or not work at all?)

52amps on the 12V(video card says requires 42, but I have the power to my motherboard so I don't understand? Unless it affects the PCI-E bandwidth?(speculating:3)).
I read reviews online that the card should not bottleneck as it won't max out the bandwidth on a pci-e 2.0 and will work backwards. Is this true is my question and will everything run :3?
That will work, but I would recommend the cheaper and faster according to some benchmarks R9 280X.
