Ok. This is what's happening. Click start, look at all your applications that are there. Now image that they all have the notepad icon. Even notepad itself doesn't open a new notepad, it opens a notepad with a shortcut script to notepad. I can't even open paint to take a screenshot.
Windows+R paint
Try this fix: http://windowsxp.mvps.org/exeasso.htm Which, incidently, was the first google result for "EXE files open in notepad" Windows key+r "cmd" To run it.
That program didn't work. Claimed it did, but nope. A system restore seems to have fixed most of the problem. Only thing that doesn't work now is my "Games" folder. None of the .exe's work there. They don't open with notepad, they open the "Open with..." thing. Any solutions for that? Not even minesweeper works.
Try this:
From what I've read, you should be able to restore the Games Folder's shortcuts to normal function by adding a value back into the Vista Registry. 1) Click on the Vista Start button 2) In the Start Search box, type regedit and press Enter 3) Navigate to HKEY_CLASSES_ROOT\lnkfile -- (that is a lower-case "L" that starts the word lnkfile ..you should find it listed shortly before "Local Settings") -- make sure the "lnkfile" is selected = it should appear highlighted. 4) From the Edit menu in the toolbar, select New 5) Select String Value (this will later appear as "REG_SZ") 6) Into the New Value box that appears, type IsShortcut 7) Select OK 8) Close the Vista Registry Editor (you can simply click on the red X to close). 9) Restart your computer, and test to see if your game shortcuts now work properly from the Vista "Game Explorer" folder. This edit is entirely reversable - just backtrack and delete the value you added if you experience any undesirable effects.

Try this:
Didn't work. [editline]01:46AM[/editline] Whatever it's fine, I'll format in a month or so anyway.
I still don't get how the fuck people manage to associate the .exe MIME type with Notepad...
