I was thinking of buying a GeForce 9400 GT Video Card for my PC along with some more RAM. If I bought this, could I run new games?

If you are buying a new video card, then get something decent, maybe a 5770 a 4870 or hell, at least a 4850, but not a 9400 gt.
A 9400GT is terrible, not intended for games at all, it might just about cope with source games on medium.
15fps on max settings Call Of Duty 4.

If you have some extra cash go for a ATI 5750 or a 5770.

However Neddix and I would like to know about your PSU and Motherboard, as we have doubts your board will support PCI-E 2.0 x16.
Is this PC a prebuilt, If so then what Make and Model is it?
Also do you know what the power supply is?
(Should say on the side of the PSU the power in watts)

That card should run source games perfectly, and other games at perfectly good frame rates, I had a 4670 for a while and It was fine with almost any game I could throw at it, so this should have no problems whatsoever.
I would also recommend this ram, but DDR ram is rather expensive now.

You wouldn't even need that much to see a nice performance increase. Get some ram (that is capable with your Motherboard) get like 1-2gb of ram. Make sure it is 800mhz or better.

It's an MSI Socket 939 board, DDR400 (200 MHz x 2) is as fast as that's going to get.

His board only has a PCIe 1.0 slot, he needs at least a PCIe 1.1 slot to run a graphics card like that.
It honestly won't even matter if he gets a good graphics card, because his PC honestly just sucks, and the CPU and RAM will bottleneck anything he gets.
