Don't ask us to eek out the most power possible on your budget, and then limit us to only 1 brand. Also I'm almost positive you wont need 8 GB of RAM, so why is that a requisite?
Do you really need 8GB Ram, also on your budget i would recommend getting an intel i7 920. Thus meaning 6gb ram

I would suggest a 5850 or GTX 470, a good 550-650W PSU, a 1156 SKT mobo, an i5 750 CPU, 4GB of RAM, an F3 hard drive, whatever DVD drive, whatever case (within reason, lol).
I meant logical processor cores, only an 80 dollar difference to double your logical cores.

and an 920 gives him the advantage of triple channel, 6GB for 199$ or 8GB dual for 230$. Motherboards cost the same, and they can both achieve very high frequencies. I don't see the advantage of not going 920 if you can fork over the 80$ and deal with not having a full 8GB of ram.
With the i5 he would get 4GB of RAM, which is plenty and is of course cheaper than 6GB, and a CPU which for gaming will do the same job as the 920 for $80 less.
