Expected to stand nearly five-feet-tall and weighing 66 pounds, FastRunner will to be able to cover ground at an approximate speed of 18.6 MPH while only using a single actuator in each leg.

Does Robo-Ostrich have artificial muscle in that concept drawing at the knees?
Simple concrete barriers will stop these. Also steel cable restrained between some poles on ~1 meter height will ensue a great faceplant. Detecting and avoiding this kind of obstacle will require some programming.
I seriously doubt that those things are useable in open combat. Bullets are faster, plus, it won't be able to repair itself if one of legjoints is busted(You can do that kind of thing with tires or tank tracks). Once these things are immobilized, they're pretty much fucked and can be savaged easily. I don't even mention jamming controlling signal, EMP bombs and stuff like that.
Nevertheless this is pretty damn impressive robot.

You aren't going to be sending these into a zone that's about to be EMP'ed, because everything would be fucked anyway. Second of all, I doubt these will be running head on into warfare using an AI, they will be controlled by joystick.

Why would a concrete barrier stop it? This is DARPA and MIT. They will figure out a way to make it jump.
And obviously bullets are faster. But what is more terrifying than a dozen mechanical ostriches running at you while firing rockets from it's back?

If you think that I'm one of these 'let's nuke it" persons, then you're wrong.
Let me explain:
EMP bomb =/= Nuke, Though powerful EMP is a side effect of nuclear fission process.
If you think that EMP is some big-ass bomb that is only available to high-ranked military personnel, then you should read this: [url]http://en.wikipedia.org/wiki/Emp_bomb#Non-nuclear_electromagnetic_pulse[/url]. In fact, with enough materials and skill, you can construct primitive ones in your garage. And they WILL BE powerful enough to fuck some shit up.
When did I say that they will use AI? It is just another drone, means someone somewhere controls it.
EMP will fuck up circuitry unless it is shielded. There's no actual difference between battle AI(which exists but will not be used anytime soon) and human contolling drone in case of EMP attack.

You sir are dumb.
Let me explain why:
1) It is hard to calculate a jump over a fence for bipedal robot. It will have to forsee a lot of stuff to not to trip over, not to lose balance, not to hit whatever is behind that barrier(I assume that jump is automatically calculated on the spot, the operator only tells where and when to jump). You also have to take in account material that you're landing on after the jump. Each of these conditions multiplies risk of tripping over and becoming useless and pretty much defenceless for that robo-ostrich. It is way safer to simply run around these barriers.
2)Where do you expect to find concrete barriers? Exactly, urban environment. These most likely won't be used in urban environments, because they won't able to change direction of movement quickly, and that's what is required in cities.
Correct me if I'm wrong.
I say make it chase down and tackle people like the hunters from Episode 2. Now that would be truly terrifying.
