I use the term tearing really really lightly, i really don't know how to describe it, it's like repeated patterns of lines being presented on the monitor, like so:

I have tried switching both my graphics card with my old one, and switching my monitor with a different one, doing either of these had no effect on the problem, so i come to facepunch to plea for your help.. Thanks.
Does it happen in every game?
It happens in every game, however Assassins Creed and Batman seem worse affected than CS:GO.
I have tried different settings on the Vertical Sync using the nVidia control panel, turning Vertical Sync to On seems to almost solve the problem in CS:GO however you can still notice it in dark spots and becomes worse when the graphics card is put under stress (bomb exploding, ragdolls).
I tried 2 monitors, one was a 19" with a resolution of 1440x900 and I have just tried another monitor that is a 17" with a resolution of 1280x1024 and the screen tearing stopped!!
My system specs are:
Intel i5
8GB Ram
nVidia 660 GTX
Windows 7 64bit Home Premium
What's your PSU?

Problem was with the VGA cable.
