He's glossing over that the dev is the one deciding how much horsepower and manpower to leverage. While the publisher is certainly in charge, they have to tell the dev how much of that milestone to allocate where in the initial phases and that's when of the big engine breaking-or-making decisions occur.
Pretty sad when you think how much iteration money they could have saved adopting this policy ten years ago.

they are also two of the best looking games of the year. I don't understand people talking shit when a lot of ports this year have been trash with optimization.
Problem is that while they look and run like they're developed for high end PCs, they don't necessarily play like it.
I'd rather devs focused on low end hardware before any other hardware tbh
even if its meant to be witcher 3 times 50 better looking, it's better to perform on old hardware so people can get a better chance to play it. That and if it runs on a 660, it'll DEFFO run on a 1080+
