Should it be illegal to not tell people you have an STD/STI?

The only reason I really think about this, is because my friend has a friend who has Herpes. And she (her name will not be mentioned) went to Amsterdam last week to see her boyfriend; who isn't aware of her STD. She proceeds anyway to having sex with him, while inflamed beyond him noticing, without telling him and as far as I'm concerned he still doesn't know about it. His life is now completely ruined because he now (I would highly think so) has it all.
What I was thinking, is that everyone with a contagious STD/STI be given an identification card that states the STD/STI they have and it's history and the person will be required, by law, to show anyone who may be prone to getting it; boyfriends, girlfriends, lovers, etc. Honestly, it pissed me off when I heard about her not telling him that she had one. I feel really sorry for the guy because his life is ruined.
Was just a thought, do you guys think it'd be right to do something like this?

It'd certainly stop the spread of STDs greatly.
But then half of earth's population would never get laid. But on the other hand, it doesn't look that bright for me right now either.

there's already preventative measures for that.
they're not 100% but they're close.
it's the responsibility of the people engaging in the act to take those measures.

There was a case where a woman had been diagnosed with AIDS and never told multiple people she slept with and was charged with attempted murder or some sort. I'll have to dig up the case.

I can't find the case of the woman but there was this guy who sold his blood to a plasma center which contained AIDS and he was charged for attempted murder.

De Lottinville of 32 Division described her as "reckless, not malicious." He said the conditions of her release include an 11 p.m. to 7 a.m. curfew but she's believed to be "still active in the bar scene."
In Hamilton, St. Clair admitted she didn't tell the Toronto man about her potentially deadly disease.
"Because I got scared," she told the Hamilton Spectator.
Choking back tears, St. Clair added: "Nobody understands what my life is like."
The single mother, who has a toddler-aged son, said she watched yesterday as the Toronto police held a televised news conference about her.
"I thought they weren't going to do that," she said. "As long as I told anybody I've been with."
Earlier this year, a Toronto doctor called for "universal testing" for the virus because "literally thousands of people" across the country are infected and don't realize it.

I guess that it's not a really really bad idea, it would be better if you told someone you were in a relationship with that you did have an STD instead of giving it to them, i'd be angry as hell.
STI's are a different case as people in some cases don't really care and are like "well it'll go away." but i'd rather be told than be given it !
But i can imagine someone pulling out a really cheesy STD card in a bar, "hey bbe, want some of this?"
Um, no thankyou, but thanks for warning me not to go near you.
I don't know, having a card would really really bother some people as it's not really something to be proud of.
