Friend of mine wants to be able to run actual games, what's the best option for him?

So a friend of mine is frustrated with his amazing eMachines W5233. He is very low on money and doesn't have an efficient way to make it, and he wants to be able to run Diablo III. Would adding a better graphics card do the trick, or would he need a whole new rig? It's a family computer so he can't recycle parts from it if he builds a new one.

2GB max RAM and a Pentium D is..not worth upgrading at all.
my old emachines had a worse processor and when i gave it 2gb ram and a new video card, it was decent at gaming. Stuttering galore cause of the cpu but still tolerable. It'd help to know his budget though [if he doesn't have a budget then why post]?
