At my friends house I have tried everything from reinstalling Steam, messing around with Registry, and a few other tips I found on SPUF. I just tried connecting to Steam via my laptop and I cannot connect either. So for sure it must be the router right?
I also reset / powered off the router a couple times. Firewalls have not been messed with and I restored them to default just in case. She could not connect to Steam a couple nights ago. Youtube, google, skype, and mostly everything else can connect.

If you can connect to Steam on your laptop when not at her house, then yeah it's a problem with her network. Do you know if she changed her router recently? You should check inside the router settings, maybe find out what port steam uses and try unblocking it through the router

If you connect to her network, open command prompt and type ipconfig
The top one that section that says default gateway will be an IP address. Enter that into the browser and you should get to the router settings. You may have to look online for instructions for unblocking ports in that specific router, although steam shouldn't technically be being blocked, so it could be another security option in the router causing it
Never mind she said her dad messed around with the router / internet settings and fixed it.
