I want to open up a Ventrilo server for me and a few of my friends.

I'm not sure what I did wrong.
Programs that possibly could interfere with Ventrilo:
nod32 (my antivirus)
Malwarebytes (maybe?)
I have no clue :|
When forwarding your ports, did you forward to the correct local IP within your network?
in the first screenshot I entered the IP i got from http://www.ventrilo.com/myip.php
friend told me to restart my router, i do that now
nope, still nothing
Okay, that is probably what is wrong. When configuring your router, the IP it is referring to is that of your local IP. (It can be found by going to command prompt and running ipconfig, then looking for the listed IP for your current network adapter).
Essentially you are telling your router that anything coming from the outside on that port, should be directed to this IP on the network.
Okay, I entered the IP labeled under "IPv4 Address"

You won't be able to connect to the vent server on your PC/or LAN through your external IP, use 127.0.0.1, or whatever the machines internal IP is. (I think)

And why did you hide your internal IP on the router page - I'm assuming it's because you're putting your actual - external - IP into it, which is incorrect. It will most likely look like 192.168.1.x.
Go to the firewall settings, if it's anything like Netgear you have to add the services to the firewall. You have made the service, but not added it to the firewall
