So my GeForce 260GTX when I plug it in, and boot.
My power button light flashes 6-9 times then it continues to boot but nothing is up on the screen. My monitor recognizes that its plugged in but it just stays on stand by. Is my card dead? (btw, yes the fan on the card is spinning)
The exact video card I have:

Try switching to the other output on the card.
S-Video? dont have any s-video plugs.
It has two DVI ports.
I realize that but if you read my post and think about it, it has nothing to do with the plug in. My front light flashes on and off for about 6-9 times and then it finally starts booting. Although i did try both before.
I'm assuming the flashing is not present when the video card is removed? Can you try to see if your computer works fine using only onboard video?
Onboard video does not work for some reason and yes the flashing is gone with the card is gone.
