israel is leading with the US the field of ballistic countermeasures or active protection systems. only makes sense for them to join together to advance the field even more.

Rockets are very cheap tech. You can build them from scratch or buy ones like grad rockets, Hamas does both these things. A rocket costs ~$800. These interceptor missiles cost $50,000 a pop and the whole battery is $50m, Israel currently has 5.

The costs probably outweigh the terror and damage caused by the rockets.

Israel's the perfect testbed for it, too, as if it doesn't work people die, so better get it right. Real life conditions are better than controlled tests anyway to make sure shit works

I can't even count all the nuclear submarines we produced and gifted it to the israelis for a tiny mistake that happened over 70 years ago.

You mixed up something. We don't build nuclear submarines, they are run on diesel-electric engines, but are capable of launching ballistic missiles, including ones with nuclear warheads. What makes matters worse, is that Israel promised not to use the submarines as nuclear launch solutions if we gift them to them. But Israel only listens to itself.

They FIXED THE PROBLEM. You can't relax if you are being shot with high velocity missiles.
In one way, the Iron Dome kinda functions as a passive protector of Gaza too. If there were no way to intercept the rockets like that, Gaza would have been fucked over many years ago because of the actions Israel would have chosen.

Pretty much, theres a few different designs kicking around but at the core it's basically guided kinetic missile hits dumbfire rockets and stops them in their path. One of the other designs is a guided missile filled with steel balls which explodes infront of incoming missiles and rockets, spreading the balls out in a concussion effect, the balls rip through whatever gets in their way and hopefully killing it in the process. I believe Iron Drome uses both of these, just depends on what is loaded.
Then there's the other system called "throw as many bullets at it as you can so you rip the fucker to bits" which most know as Phalanx.
Could hamas just fire a load of empty rockets at the place to totally waste israel's money?
I appreciate just how cool and awesome the system is but if its 50k per protection that would get expensive fast.

The biggest issue with that is that neither country believes that the other has any right to exist, and are unwilling to engage in diplomacy based on that fact. A two-state solution is nearly impossible, and a single-state would collapse within a decade. Also, because of the tension between the states, the populace has bred within it a culture of deep-rooted racism and hatred for the other side, making any form of unity extremely difficult until the current generations die out.
The Israel and Palestine situation is very, very complex, and it's incredibly likely it won't end until one of the states does.

No.
First of all, Iron Dome doesn't shoot at missiles that it calculates wouldn't hit populated areas.
Second of all, shooting off a massive, coordinated salvo at a single location is already hard, trying to do it while concealed, with the IAF patrolling in the sky is damn near impossible.
