Trying to Upgrade PC, not sure what needs new parts or not

I know I need a good graphics card, I was considering the ATI Radeon HD 5770 as I've heard it's a fast card. I'm also in the progress of updating to Windows 7. Now I don't know if that means I should replace my power supply, or if I need more RAM, or if my CPU is slow or whatever the fuck else. I primarily play WoW, and right now it runs 24fps on medium settings. I'd like something that runs 40+ with ultra settings. What would be the best idea in terms of replacing parts to power my PC up? Consider a reasonable budget.

I would say for a cheap upgrade a 5770 is fine but otherwise I would say that this build is pretty much obsolete

Take the side off your computer and look for the power supply. It will probably be a grey box on the top or bottom of the case. Look for the wattage on the little sticker on the side of it. If it says the brand that would be helpful too.

Do prebuilts come with a cooling system? If not then I don't have one, but I don't know if I should need one.

You'd be better off just saving some money until you have enough to build a new computer. Trying to upgrade this one would be pointless since it's pretty outdated in every aspect. 250W isn't really enough for anything decent, anyways.

Build it yourself. That usually saves shitloads.
Need a definite upgrade to the CPU. Get at least a Phenom II x2. The GPU is very meh, but it is not as bad as the CPU.
You can get a quad core, 4 Gb RAM computer with a GTX 460 and a 500 Gb hd for a little over $500 (if you reuse your OS). It's pretty easy to figure out which parts go with what, I would recommend finding a good graphics card and a quad core processor, finding a motherboard that fits them, and then getting everything else afterwards.
