The footage shows at least eight officers busting into the dispensary, guns drawn, shouting “everybody on the ground” to customers and workers. “I was about to kick her in her f—ing nub,” a female officer later says of a customer with an amputated leg in a wheelchair. The officers proceed to remove surveillance cameras mounted on the ceiling, the video shows. Then, they appear to be smelling the merchandise and discussing the flavor of the edibles, to laughter. At the very least assuming they literally did it just to taste it and absolutely no other intentions this makes them incrediby fucking stupid idiots.
Edibles are very potent, even people with a moderate history of smoking can trip out. The only way those cops handled those edibles (who ate it all) would have to either mean they smoke frequently in their off-time or they tripped out. Maybe they were expecting some opiate-like relief but edibles are psychedelic, no way they can continue their shift without looking like an incapacitated idiot. If it shows up in the drug test they are out. Even in Washington or Colorado where weed is universally legal for anyone 21+, current officers are prohibited from smoking marijuana at home. Might have revealed this under the assumption they destroyed all the camera evidence.
Thank god the person in charge of setting up that security system decided it would be prudent to have the cameras stream their data real-time to an offsite location in the off chance that someone did break in and smash up the DVR to try to cover their tracks. Never in a million years would they have guessed it was the Santa Ana Police Department, but hey. The camera setup worked and it's pretty much made it impossible for the city to keep these officers on the Force without literal riots in the streets.

Putting it in some sort of "how much did they just eat?" type deal... Most chocolate bars are separated into cubes. Each cube containing roughly ten to twenty milligrams of THC. Enough to set you in a decent high for the next eight hours. Some products have even higher THC content such as Dixie Marijuana which has small chocolate balls which have 150mg of THC. Whatever they just ate, they literally just ate enough THC to put someone into a very easy go to bed and stay in bed for 12 hours type deal.
Well, I guess they'll have a big ol' snooze in the cells once the Santa Ana PD brings the hammer down.

The problem here isn't that they shut down an illegal business (because they were totally within rights to do so), it's their unbelievably unprofessional and dangerous conduct doing so.

Hot damn. I remember the first time I had an edible. First hour after eating it: fuck all happens. So I continue playing Killing Floor as I was doing before eating the edible. Then it fucking hits. It starts off very simple. Everything started getting wavy, and then time slowed down. I was on round 5 in Killing Floor when I decided to blink. Apparently it was more than a blink cause when I opened my eyes I was on round 8. That's when I decided, "Nah, fuck this" and logged off Steam. Then I hid in my bed and closed my eyes. When I moved my mouth, I could feel my neck muscles move and then I could feel my shoulder muscles and chest muscles move. It was a horrid experience and I rocked myself to sleep. 12/10 would turn into a vegetable again.

But [I]my[/I] point is that there is a sliding scale from "lemonade stand" to "marijuana dispensary" and a liquor store is probably very close to the "marijuana" side in terms of police force during a raid. Probably. I don't know.
