In case you're not familiar, Food Not Bombs is a grassroots collective that serves vegan food to people for free. They use a lot of discarded food and otherwise wasted food to reduce cost and as a form of protest against war and poverty.
God forbid there be too many people sharing food in one location.

What the actual fuck is the problem with sharing food exactly?
I live in Pensacola Florida and deliver food to homeless people every thursday. The leader of our group is an elderly man with a passion for the homeless and knows most of the 100+ people by name already. You wouldnt believe how many times the police get involved with us. We dont even deliver to large groups, we drive around and find them where they are, such as street corners, camps in the woods, under interstate overpasses, etc...
These people need to get their priorities straight.

My guess is that it is to prevent possible risk of mass poisoning, deliberate or not.
Seems like it was a law meant to stop people from holding picnics, but it's being used to stop people feeding the homeless.

There is a similar ordinance here but the reasoning behind it was due to reports of poisoning. You can still give them unopened retail food containers/packages and bottled water.

They would have to show up at a reasonable hour and bath before they can sleep at night. They don't want to. Believe me, I've worked with homeless and those who are cast out from society. I've lived in dodgy areas. Handing out food like this is not a solution. It's just a band aid that enables homeless people to keep being homeless.
Hate me. Brigade me. Do whatever you want on the post, but understand that I want these laws to exist for the sake of those they are feeding. It encourages homelessness. Please, take that food to a shelter and encourage people to get back on their feet. I've never seen a law against that and I doubt there ever will be.

Also, this is South Florida we're talking about here. Real Estate is South Florida's literal lifeblood in terms of economy. I can understand why the mayor of Orlando takes it so seriously.

That gave me the sudden mental image of some lobbyist-fed Republican dinosaur in Congress introducing a bill to outlaw homeless shelters and food pantries in a bid to decrease competition against the food and real-estate markets.

I think they mean that it encourages people to not change their ways (those who are already homeless)
