For those unaware, the Black Country is an area in the West Midlands, UK, that was heavily industrialized from the 1800's.
I could understand his point... If that were what the chains represented.
But they don't. They represent the chains they made for huge boats like the Titanic. This is like complaining that the American flag is offensive because of the white stars which imply that only white people will reach success.

Didn't England lead the charge to abolish slavery and didn't have to have a civil war to do it

It is worth reiterating that this isn't some flag that is hundreds of years old that was designed at a time when slavery was seen as a good and fine thing it was designed by a schoolgirl a couple years ago utilising her knowledge of the county's history to make a flag to represent it.

Technically, slavery wasn't outright abolished in the UK until a few years back. We abolished it in all of our colonies, and other laws made it illegal a long time before (it's arguably never been legal), but there was no law explicitly saying 'slavery is not allowed in the United Kingdom' until 2010.
Since I'm American I assumed the title was referring to some fringe black nationalist society in the woods.

Same. With all the talk about racist flags going on in America, it was surprising to see a news article about somewhere else in the world, let alone the UK.
The leading racism campaigner is the true racist, we don't need our culture\history being taken away from us because a foreigner was offended, if your offended by this or anything to do with our culture, please, leave the country. We don't need another confederate flop in the world.
Please don't go on a crusade to destroy this flag like we did.
I'll admit as a person unfamiliar to the place and it's history, slavery or imprisonment is the first thing that comes to mind when chains are depicted.
