I personally think that sending food as foreign aid to extremely poor countries isn't a very smart thing to do. It doesn't solve the problem at all. What should be done instead is sending cheap machines, tools and equipment there (for companies), as well as setting up companies. This would develop the economy and stop the hunger. These people could benefit far more from the same amount of money being put in the capital to produce food, than from simply spending that money on food.

Political reasons won't allow this, firstly it'd put a lot of voters out of jobs and secondly it's usually a national defense idea to make sure the country can feed it's own people in case of war.
The problem with poverty in Africa isn't that they lack food, the problem lies in their production, in that we do not take advantage of it. Like stated above, we could just buy food from Africa, but it would take more money to transport than European or American food. Someone wrote a book on this matter, but it hasn't been translated to English, fortunately, it seems like most people here are aware on the matter.
