I want to get rid of my old installation of Vista which is currently sitting in the Windows.old folder. I've tried Disk Clean up and it doesn't detect it. Would there be any concequences to just going into Explorer and deleting the file? Since that's what i'm probably going to have to do.

Sorry if i didn't make myself clear, i meant the whole folder.
Just delete it. Nothing will happen.
I did that several times, there'll be really few files you can't delete though, but it's only like 200kb if I'm right,
If it prevents you from deleting the files use Unlocker. Just a tip.
Run Disk Cleanup, Click Clean Up System files, then check Previous Windows Installation(s).
