Really BBC 'codify'? But I think this could be a good thing. People shouldn't hack stuff like water treatment plants and cause them to output somehow lethal water to civilians. Even if it doesn't stop people from doing it then at least you can sentence the perpetrators to war crimes or something.

Do we really need cyber security? I mean, there are cases when professionals could when there is a directed cyber attack against a company, but are we talking about protecting victims due to their own ignorance and gullibility on the internet?
