• Monitor refresh rate keeps restting to 256 colour 29Hz

I recently installed a 32" HD monitor and while it says in its own menu that the refresh rate is set to 60Hz, Windows says its at 29, the screen jitters everywhere and everything looks strange because of it, but when I change the refresh rate to 59/60Hz True colour , it'll go extremely dark and look fine for about a minute, then suddenly brighten up and begin flickering again, and when I check windows has reset it to 29Hz. Is there any way to just force a refresh rate and stop windows from setting it back to an extremely low one?
Update GPU drivers. Install monitor drivers.
Updating drivers didnt work, but I did find something interesting. If I set my resolution way below the default (1920x1080) to something like 1280x720 it allows me to go to 60Hz and stays there, the only problem with that being that it looks like garbage and the edges of the screen go off the monitor.
