Will an X1600 perform noticeably better than a 9700tx(non-pro) in my old PC ?

So I have an old Dell from 2003. It's on its way out soon. It has a Radeon 9700tx (obscure Dell variant of the regular 9700)
I'm not spending more than $50 on this piece of shit, but if I can spend <$50 and get a performance boost in games to hold me off until I get a new PC, I'll do it.
Right now the 9700 performs playably in last-gen games (HL2, CS:S, GMod, etc) but not perfectly. Can't play on big maps.
So I'm thinking about maybe this:

It's pretty cheap, but will it help? The processor is a 2.4ghz single-core p4 and I've got 1.5gb of ram.
I'll probably pass this PC down to my little sister once I get a new one, so it's worth a little bit of low-budget upgrading.

I would think so. I have an X1650 myself. They're great in my ancient 7 year old PC.
