USB-Stick formatted from 16 GB to 2GB. How to regain the 14GB?

Lately I've been having some issues with my Dell laptop (If you're really interested in what kinda trouble, search for threads made on this account).
Now, this really has nothing to do with USB-drives or SANDISK of any kind, but hang on please. I contacted Dell Support and they told me to use a downloadable diagnostics tool found on their site. So I went along and downloaded it.
The program itself requires that you either boot the computer from a CD or a USB-Drive with the program on. This is where my new [B]Cruzer Micro 16GB[/B] comes in.
However, the program couldn't handle 16 GB at all, which it of course prompted me about. To fix this, It would format my device to 2 GB. I do not recall the exact prompt, but it basically told me that any
formatting software would be able to restore it to its full capacity.
Now, seeing as I am either incapable of using Vista's formatting utilities properly or they just don't do this kinda stuff, my question really is what to do. Can anybody help me with this? Do I need some kind of 3rd- party-software?

That program will format it and make the partition 16gb again.
It's not trying to format to FAT16 is it? - FAT16 has a 2.15GB Limit - You will need to format to NTFS or FAT32.

Try this [url=http://download.cnet.com/Easeus-Partition-Master-Home-Edition/3000-2248_4-10863346.html?tag=mncol]partition manager[/url]. It should be able to resize the partition and give you the 14gb back. I've used this before and it is pretty straight-forward.
