I'm sure they have control over what games get put on the market place, but why should they care, a little money is better than no money.

I think a lot of it is about replay value. If there's a lot of achievements for a game, that gives you a lot of stuff for you to work for in it even after you've beaten the campaign. But, for most Arcade games, the few objectives don't really give you much to do other than play the campaign that one time. If there's more stuff to do, you get more bang for your buck.
Of course, there's the guys who do what you said.
There were quite a lot of games on Steam with only 12 achievements because they were just the same ones as the XBLA version.
I'm not really an achievement whore, but I do like to collect achievements. With this increase for XBLA games, the PC ports should have more as well.

The only difference is the fact that you actually got something in return for getting the achievements on steam whereas on the Xbox you don't, at least as far as I know.
