Can't delete Windows.old folder no matter what I do - I'm at a total loss

I've got this old laptop I want to get rid of - fully formatted and ready. Except for one thing, the damn windows.old folder won't go away. Currently I'm getting a "The action can't be completed because the folder or a file in it is open in another program". But that's literally not the case. There's nothing in there but a WINDOWS-folder, and inside that there's a System32 and a WinSxS folder. Every folder in it and every file in it is apparently "in use".
I've tried using Unlocker, which does nothing.
I've tried using RMDIR, which does nothing except spout a long list of "Access Is Denied" messages.
I've tried acquiring permission both through properties and the CMD and that works, but it still does nothing. The files and folder are still apparently "in use". I've restarted several times.
I've tried using Disk Clean-up to get rid of old Windows installations, but that did nothing.
I am at a complete loss. Nothing I do is getting rid of this folder. What the fuck. Help.

Boot up a linux LiveCD of your choice (like Ubuntu) and remove it that way.
Try installing ubuntu onto a flash drive, boot your laptop from that and delete the folder.
