I can't seem to find one simple list on google for what ever reason
(also I plan on getting a i5 and 1060 so things like motherboreds and power supply tips would be appreciate)
All the internal parts, an operating system, a keyboard and mouse if you don't already have them. Same goes with a monitor, speakers, etc. Give us a budget and let us know what you have besides just the tower.

I saw a pre-built PC with an i5 and 1060 for around $1200-$1300 I would hope to save alot but would be willing to spend that for a prebuilt ( I already own a tower )
Assuming it was just the tower+windows for that price, this beats it in price a bit and definitely in quality by a good amount. Still need you to answer my question on what all you need.

alright my currect pc is making werid noise I think it's my fan being to strong so what does that mean what is weak and needs to be replaced? I might just keep my current pc and fix it

Can you try to describe the noise?
Is it whirring, clicking, sound like something hitting something else?

This usually means overheating, as the fan speed is controleld by the temperature.
Download HW monitor (free)

And look at the temperatures when you hear the fan going "strong".
