Human capital being perhaps the most important resource, they are rich in other natural resources as well, with numerous semi-valued metals and rare earths. They also have a big coastline for sea-based resources. However, due to all them sanctions laid against N.K., because of their [I]oppressive government policies,[/I] they have little option to selling that shit, most going to China. And Russia I'm guessing. They also lack the equipment and machinery to better mine these resources.

Even with them reconciling with the South to form some sort of United Korea, it'd still take so much time and energy and money from both sides to restore the Northlands. Ain't no silver bullets or world-building "scratch" to instantly solve the problem.

Shooting down an outdated SCUD clone isn't hard to do given the current level of surface-to-air missile technology. Would we be able to shoot that down?
They could detonate it in or next to the industrial DMZ. There will be collateral damage on their side but on paper it would still affect the south, especially if the winds are going the right way.
They would be retarded to drop a nuke though so close to their one and only ally basically. Any collateral damage China receives will only make them hate North Korea more.

They also export coal, iron ore, and various other raw materials to China - but not much else. Their failure is more from economic mismanagement than ideology.
