Yep, my video card sucks pretty bad, and I'm looking to upgrade. I'm thinking low $100's or less. Highest I'd go is say... $130. Any help is appreciated!

rest of your specs, including your PSU
but provided that the rest of your system won't be a major bottleneck, and your PSU can handle it, 5770

or this is on sale for $130, but I don't know much about sparkle

Sparkle is pretty bad.
http://www.newegg.com/Product/Product.aspx?Item=N82E16814121393 decent alternative, or a HD 5770
The 450 is slower than a 5770, so I guess your best bet is a 5770, but what's your PSU manufacturer
I'm 90% sure he'll need a new power supply, and on top of that his processor will probably bottleneck the shit out of whatever video card he gets. And to upgrade his processor to anything of this generation, he'd probably need a new motherboard, considering from what he's posted he has a prebuilt HP, and their motherboards always give processors a hard fucking time.

A Core 2 Duo is still pretty decent. The GPU is the weakest link in that build.
http://www.newegg.com/Product/Product.aspx?Item=N82E16814150482&cm_re=4850-_-14-150-482-_-Product (XFX ATi Radeon HD 4850) [90 dollars]
http://www.newegg.com/Product/Product.aspx?Item=N82E16817153113 (Thermaltake 500 W PSU) [55 dollars]
Upgrade cost in total: 145 dollars
Thermaltake? I'd rather get a better brand. Aren't there Corsairs and OCZs around $55?

Antec too
Might be AGP, so check if it's PCI-E before purchasing.

If you can't afford the 4850+PSU get a 4830+PSU
