I've been wondering what would be the best colouring technique in GIMP or PS. I've been trying lots of different ways but none of them has worked. So I'm asking here, if anyone would know?

I meant that although I have tried so many ways, they haven't worked in the needed way.
Do you know any drawing/colouring tutorials?
depends on the art style you're after/best at, really; Look in to digital painting and vector illustrations, they're probably good reference points to start with
Whenever I work with line art, I usually use the "color to alpha" tool (makes the white background transparent but keeps the drawing) and paint the layer that's underneath it.
