Who wants people throwing rocks at the same building as where grand international sporting events are being held? [I.E: Olympics] It's a smart move, because even if Russia wasn't passing such laws someone would have [I]something[/I] to protest about.
It happens at every olympics IOC basically takes the host cities rights away during the games.
