Yeah that's a net positive, putting something cool on the ocean floor that would help life flourish in those areas. Kinda makes me wonder how dolphins would respond to the presence of giant statues in the sea, though.
It might seem a little tangential, but considering the intellect of dolphins, what would they make of such a wondrous unnatural structure in their waters? Would they fear it or be curious, or even think it some sort of god? Could make for an interesting "anthropological" study, offer a glimpse into the minds of our nautical cousins.
Also, do you think they'll have it lying down on the ocean floor or standing tall like a watching titan?
Glad they chose Nautilus. Don't know much about League, but the few times I've played it I always thought he was cool.

Dolphins probably wouldn't care. There are already hundreds of human statues on the ocean floor all over the world in various art exhibits.
