So, I have a minor problem. I have the mobo K9N6PGM2-V, and it doesn't support OCing within the bios. I was able to change the FSB within the nvidia control panel before (because it's a nvidia chipset), but now that I have an HD 4870 I can no longer use the nvidia control panel for obvious reasons...
I found out about SetFSB, however I my PLL, F71882FG, isn't amongst the list of supported motherboards. So, anyone have any alternatives or solutions that would allow me to OC within windows? If you have any ideas, please let me know.
MSI might have their own software. Try searching their website.

That crashes every time I attempt to open it. I tried Dual Core Center as well, however upon startup it says: "Error! Unable to load ntuneoem.dll!" and proceeds to open. Upon opening, the values for FSB and Vcore are locked. I can change the memory voltage just fine, but everything else is locked. I attempted to install nTune (before I got my hd 4870 I was able to use that), but the nvidia control panel won't open.
You have your chipset drivers installed, right?

For your graphics card, try ATiTool
For the rest, it might be locked out due to your manufacturer. At that stage, you're SOL till you buy a motherboard that supports overclocking (IE: Buy one off newegg)
