No, it's not a bear. It's some guys in a papier mache mammoth. The Siberian zoo keepers and police failed the practice drill, so the guys in the papier mache got away. They're still playing the part.

The Sun-watermark discredits the whole video.
1. Tusks do not jiggle 2. The proportions are all wrong. That thing looks tiny when compared to trees at the same distance while mammoths were very tall.
