Same exchange, same estimated speeds, drasticly diffrent speeds.

Well this really has me confused.
At my moms, I get 17 mb/s.
At my dads, i get........... 3 mb/s
We both have the same package, bt total broadband, but a few key differences.
My dad gets it for free, he works for bt
My dad has a vision box.
My mom has a newer homehub.
My moms home hub is connect via the main cable.
My mom lives in a new house.
Both tests were done wirelessly however on another site via my dads computer we got 7mb/s.
And according to the homehub downstream at my dads is 20 mb/s
Whats happening.
We are the same distance from said exchange aswell.

Your dad needs the newer home hub I guess, it just sounds like whatever he has now is slower compared to what your mom has.
Checked the wireless channel on your Dad's router/home hub? That is often the cause of things like you describe.
