Greetings facepunch. So my uncle, who lives in Russia, wants to get an Ipad 2. They don't sell them in the motherland so we have to buy one here in the states and send it over to him. Would he be able to use the internet on it since I'm pretty sure there's no Verizon or At&t wireless networks over there. If not then is it possible to jailbreak it or something so it can receive wireless from russian networks?

Could you give the name of the network he would be using? The ipad supports 850,900,1900,2100 bands for UMTS so I need to check what frequencies the russian network uses.
Also yah you'd have to jailbreak it. The issue would be if your uncle accidentally updates the firmware he'll lose the jailbreak and the baseband will move to a locked one.
I'm not sure to be honest. I would call and ask but it's night there at the moment.

Well AFAIK russian telecom providers would use one of those bands. I believe Europe uses dual band so the ipad's quad band radio should work. If you could PM me at some point when it isn't night there with the name of the network I could confirm it.

iPad's are not carrier-locked, at least not in USA.
